10 new District cards, marked #P01-#P10, to be shuffled into the existing deck of District cards.

After adding these District cards to your copy of the game, this end-game trigger:

... should be played as ...

There are 3 or fewer colors of Tower disks remaining in the stock AND at least half of the District cards (rounded up) have no Gold above them.

You may adopt this change as a variant rule even if you do not own a copy of these District cards.
